Recognition and Measurement

Recognise the undiscounted amount expected to be paid as a liability (accrued expense) and an expense, unless capitalised under another HKFRS.

Short-Term Paid Absences

Special Plans

  • Multi-employer plans: Classify based on terms; if insufficient info, account as defined contribution and disclose per paragraph 148.
  • State plans: Usually defined contribution; if defined benefit, apply multi-employer rules.
  • Insured benefits: Treat as defined contribution unless entity retains obligation to pay benefits directly or further premiums.
Key: Classification is based on economic substance, not legal form. Constructive obligations can turn a defined contribution plan into a defined benefit plan.

Recognition and Measurement

When employee renders service, recognise the contribution payable as:

  • A liability (accrued expense), after deducting any amount already paid.
  • An expense, unless capitalised.

If contributions are not expected to be settled wholly within 12 months, discount using the rate in paragraph 83.

Disclosure

Disclose the amount recognised as an expense for defined contribution plans. Also disclose contributions for key management personnel if required by HKAS 24.

Steps in Accounting

  1. Determine deficit or surplus using projected unit credit method.
  2. Determine net defined benefit liability/asset (adjusted for asset ceiling).
  3. Recognise service cost and net interest in profit or loss.
  4. Recognise remeasurements in other comprehensive income (no reclassification to profit or loss).
