| 5. Defined Contribution Plans | Recognition and disclosure | Recognise contribution payable as liability/expense; discount if not settled within 12 months. |
| 6. Defined Benefit Plans | Complex accounting model | Projected unit credit method; recognise net defined benefit liability/asset; components in profit or loss and OCI. |
| 6.9 Disclosure | Comprehensive disclosures | Characteristics, risks, reconciliations, sensitivity analysis, and future cash flow impact. |
1. Introduction to HKAS 19
Objective
Prescribe accounting and disclosure for employee benefits. Recognise a liability when service is rendered and an expense when economic benefit is consumed.
Four Categories of Employee Benefits
| Category | Examples | Settlement Period |
|---|---|---|
| Short-term | Wages, paid leave, profit-sharing, non-monetary benefits | Wholly within 12 months after period end |
| Post-employment | Pensions, post-employment life insurance/medical care | After completion of employment |
| Other long-term | Long-service leave, sabbatical, long-term disability | Not wholly within 12 months |
| Termination | Benefits for termination of employment | At termination |
2. Key Definitions
Plan Classification
| Term | Definition |
|---|---|
| Defined Contribution Plan | Entity pays fixed contributions; no legal/constructive obligation to pay further if fund is insufficient. |
| Defined Benefit Plan | Any post-employment plan that is not a defined contribution plan. |
Net Defined Benefit Liability (Asset)
Deficit or surplus (present value of obligation less fair value of plan assets), adjusted for the asset ceiling (present value of economic benefits from refunds or contribution reductions).
Plan Assets
- Assets held by a long-term employee benefit fund (legally separate, not available to entity's creditors).
- Qualifying insurance policies (issued by an unrelated insurer, proceeds only for employee benefits).
Defined Benefit Cost Components
| Component | Description |
|---|---|
| Service Cost | Current service cost, past service cost, and gain/loss on settlement. |
| Net Interest | Change in net defined benefit liability/asset from passage of time. |
| Remeasurements | Actuarial gains/losses, return on plan assets (excluding net interest), changes in asset ceiling effect (excluding net interest). |
3. Short-Term Employee Benefits
Recognition and Measurement
Recognise the undiscounted amount expected to be paid as a liability (accrued expense) and an expense, unless capitalised under another HKFRS.
Short-Term Paid Absences
| Type | Accounting Treatment |
|---|---|
| Accumulating (vesting or non-vesting) | Recognise liability as employees render service; measure as additional amount expected to be paid for unused entitlement. |
| Non-accumulating (e.g., sick pay, maternity leave) | No liability or expense until the absence occurs. |
Profit-Sharing and Bonuses
Recognise when entity has a present legal or constructive obligation and a reliable estimate can be made. Measure considering possibility of employee departures. If not settled within 12 months, treat as other long-term benefits.
4. Post-Employment Benefits: Classification
Defined Contribution vs. Defined Benefit
| Feature | Defined Contribution | Defined Benefit |
|---|---|---|
| Entity's Obligation | Limited to contributions | Provide agreed benefits |
| Risk Bearer | Employee (actuarial and investment risk) | Entity |
| Examples | Fixed contribution to a fund | Pension linked to final salary |
Special Plans
- Multi-employer plans: Classify based on terms; if insufficient info, account as defined contribution and disclose per paragraph 148.
- State plans: Usually defined contribution; if defined benefit, apply multi-employer rules.
- Insured benefits: Treat as defined contribution unless entity retains obligation to pay benefits directly or further premiums.
5. Defined Contribution Plans
Recognition and Measurement
When employee renders service, recognise the contribution payable as:
- A liability (accrued expense), after deducting any amount already paid.
- An expense, unless capitalised.
If contributions are not expected to be settled wholly within 12 months, discount using the rate in paragraph 83.
Disclosure
Disclose the amount recognised as an expense for defined contribution plans. Also disclose contributions for key management personnel if required by HKAS 24.
6. Defined Benefit Plans: Recognition and Measurement
Steps in Accounting
- Determine deficit or surplus using projected unit credit method.
- Determine net defined benefit liability/asset (adjusted for asset ceiling).
- Recognise service cost and net interest in profit or loss.
- Recognise remeasurements in other comprehensive income (no reclassification to profit or loss).
Key Measurement Rules
| Item | Rule |
|---|---|
| Discount Rate | Market yield on high quality corporate bonds (or government bonds if no deep market). |
| Actuarial Assumptions | Unbiased and mutually compatible; based on market expectations at period end. |
| Past Service Cost | Recognise at earlier of plan amendment/curtailment or related restructuring/termination. |
| Settlement Gain/Loss | Difference between present value of obligation settled and settlement price; recognise when settlement occurs. |
6.9 Disclosure for Defined Benefit Plans
Objectives
Disclose information that:
- Explains characteristics and risks of defined benefit plans.
- Identifies and explains amounts in financial statements.
- Describes impact on amount, timing, and uncertainty of future cash flows.
Key Disclosures
| Category | Examples |
|---|---|
| Characteristics and Risks | Nature of benefits, regulatory framework, risk concentrations, plan amendments. |
| Explanation of Amounts | Reconciliation of opening to closing balances for net liability/asset, plan assets, obligation, and asset ceiling. |
| Actuarial Assumptions | Significant assumptions (e.g., discount rate, salary growth) in absolute terms. |
| Future Cash Flows | Sensitivity analysis, funding policy, expected contributions for next period, maturity profile (weighted average duration). |
